ESD Emergency Prevention Consulting LLC is led by Michael Lacey, a former District Chief / Fire Marshal with Travis County Emergency Services District No. 9 (Westlake Fire Department), where he served for 28 years.
In this role, he led the Emergency Prevention Division, overseeing fire code adoption and enforcement, plan review, inspections, and wildfire risk reduction efforts.
Throughout his career, he worked closely with municipalities, county officials, developers, and design professionals to support safe, compliant development and effective fire prevention programs.
His experience includes application and implementation of the International Fire Code (IFC), International Building Code (IBC), and International Wildland–Urban Interface Code (IWUIC), along with development of local policies, procedures, and program frameworks.
